Les commer\u00e7ants exigent des mesures&nbsp;: \u00ab&nbsp;Liez cet indice \u00e0 l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique de l\u2019immeuble commercial.&nbsp;\u00bb<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Un probl\u00e8me inh\u00e9rent au syst\u00e8me<\/strong><\/h2>\n\n\n\n<p>\u00ab&nbsp;Les indexations de loyers se multiplient chez les commer\u00e7ants&nbsp;\u00bb, explique Koen Tengrootenhuysen, pr\u00e9sident de Retail Forum Belgium. \u00ab&nbsp;Nous parlons d\u2019augmentations de 8 \u00e0 9%. Non pas parce que la valeur de l\u2019immobilier augmente \u2013 au contraire, elle devrait baisser pour les immeubles mal isol\u00e9s \u2013, mais \u00e0 cause du prix de l\u2019\u00e9nergie, qui est inclus dans l\u2019indice sant\u00e9. C\u2019est un probl\u00e8me inh\u00e9rent au syst\u00e8me.&nbsp;\u00bb<\/p>\n\n\n\n<p>Habituellement, l\u2019indice sant\u00e9 fluctue autour de 1 \u00e0 1,5% \u2013 et ces derni\u00e8res ann\u00e9es, c\u2019\u00e9tait encore moins. Mais avec l\u2019explosion des prix de l\u2019\u00e9nergie, il a soudainement atteint 8,90%. \u00ab&nbsp;Nous sommes donc confront\u00e9s \u00e0 des hausses de loyers de 9% qui viennent s\u2019ajouter \u00e0 l\u2019augmentation de facture d\u2019\u00e9nergie. Pour un b\u00e2timent ancien qui n\u2019est presque pas isol\u00e9, c\u2019est la double peine.&nbsp;\u00bb<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u00ab&nbsp;Lier l\u2019indexation au score \u00e9nerg\u00e9tique&nbsp;\u00bb<\/strong><\/h2>\n\n\n\n<p>\u00ab&nbsp;Les commer\u00e7ants paient leur propre \u00e9nergie \u00e0 leurs fournisseurs\u2009; les propri\u00e9taires des immeubles n\u2019interviennent \u00e9videmment pas. \u00c0 cela s\u2019ajoute maintenant l\u2019indexation des loyers. C\u2019est intenable. C\u2019est pourquoi Retail Forum Belgium et Comeos \u2013 par l\u2019interm\u00e9diaire de l\u2019\u00e9conomiste Wim van Edom \u2013 plaident pour la cr\u00e9ation d\u2019un nouvel indice, un \u00ab&nbsp;indice loyers&nbsp;\u00bb qui exclut totalement l\u2019\u00e9nergie.&nbsp;\u00bb<\/p>\n\n\n\n<p>Comeos et Retail Forum Belgium proposent \u00e9galement de lier l\u2019indexation \u00e0 l\u2019\u00e9tat du bien \u2013 et plus pr\u00e9cis\u00e9ment \u00e0 son score \u00e9nerg\u00e9tique. \u00ab&nbsp;Dans un immeuble ancien, il est logique que le locataire paie un loyer moins \u00e9lev\u00e9 si l\u2019\u00e9nergie lui co\u00fbte plus cher. L\u2019indexation est moins probl\u00e9matique dans un b\u00e2timent neuf et performant sur le plan \u00e9nerg\u00e9tique, parce que le locataire sait que la hausse de ses co\u00fbts \u00e9nerg\u00e9tiques restera limit\u00e9e. On obtient ainsi une situation gagnant-gagnant-gagnant pour le propri\u00e9taire, le locataire et la plan\u00e8te.&nbsp;\u00bb<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Avec effet r\u00e9troactif<\/strong><\/h2>\n\n\n\n<p>Comeos et Retail Forum Belgium pr\u00e9conisent une mesure avec effet r\u00e9troactif au 1er juin 2021. C\u2019est une proposition \u00e0 laquelle personne ne peut raisonnablement s\u2019opposer, affirme Koen Tengrootenhuysen. Pour le gouvernement, une telle mesure est neutre sur le plan budg\u00e9taire. De plus, elle encourage les propri\u00e9taires \u00e0 isoler leurs biens. Mais les retailers observent des r\u00e9ticences chez les propri\u00e9taires&nbsp;: \u00ab&nbsp;Ils renvoient \u00e0 la loi et se contentent d\u2019appliquer l\u2019indexation. C\u2019est pourquoi nous demandons au gouvernement d\u2019intervenir.&nbsp;\u00bb<\/p>\n\n\n\n<p>D\u2019autant que la crise \u00e9nerg\u00e9tique n\u2019est pas la seule pr\u00e9occupation des commer\u00e7ants.
